Accountable Care Collaborative Phase II - Provider and Stakeholder Resource Center

The Behavioral Health Independent Provider Network (IPN) Collaborative was created for behavioral health providers to engage with and partner collaboratively with the Department of Health Care Policy (the Department) and Financing and Regional Accountable Entities (RAEs). The Department published frequently asked questions and answers about key behavioral health initiatives and policies that may impact the IPN. Please visit our IPN Collaborative page for additional information. 

On July 1, 2018, the next iteration of the Accountable Care Collaborative (ACC) launched. The ACC seeks to leverage the proven successes of Colorado Medicaid's programs to enhance the Health First Colorado (Colorado's Medicaid program) member and provider experience. The Department has published and will regularly update information on this Provider and Stakeholder Resource Center. This resource center includes fact sheets, FAQs webinars and other resources for providers and stakeholders about Phase II.

Statewide Standardized Utilization Management (SSUM) Guidelines

The Department of Health Care Policy and Financing (HCPF) has been working with the Regional Accountable Entities (RAEs) to create uniform statewide utilization management standards for assessing for the most appropriate level of care for children and youth referred for residential treatment.  

These Level of Care (LOC) guidelines were developed as a companion to national utilization management (UM) standards used by the RAEs to authorize behavioral health services. RAEs will be required to use these guidelines in their utilization management processes starting July 1, 2023. 

Currently, the Statewide Standardized Utilization Management (SSUM) Guidelines have information related to residential services – both Qualified Residential Treatment Programs (QRTP) and Psychiatric Residential Treatment Facilities (PRTF).  This document will continue to be edited/added to as the RAEs work to create guidelines for additional levels of care.
